Expected starters come from ESPN's depth chart with the injury report applied: anyone listed out, doubtful or on injured reserve is skipped, and the next name up is the starter. The site checks every three hours. FiveThirtyEight did this step by hand each week; here it is a rule.
The quarterback adjustment moves a team's Elo by 3.3 points per point of the quarterback's rolling value against the team's. A backup with no record starts a fixed distance below the starter; a rookie starts at his draft-slot prior. The market usually knows first, so The System, which weights the market three to one, has most of this already.
